Mr. Chair,

At the outset of our discussion today on the “Report of the Special Committee on the Charter of the United Nations and on the strengthening of the role of the Organization”, The United Arab Emirates emphasizes the importance of fully upholding the principles and purposes of the UN Charter, and maintaining an international order that is based on respect for international law.

Mr. Chair, 

The UAE believes that the current global context, marked by increasing armed conflicts and rising political tensions, underscores the urgent need to update and strengthen key organs of the United Nations. In particular, reforming the Security Council remains a central priority to ensure that the Organization is better equipped to maintain international peace and security. We are convinced that this process must be advanced urgently, reflecting the collective interests of all Member States and ensuring that voices from the Global South are represented and strengthened on the Council. While we work towards our shared goal of a reformed Council as a priority, we must also redouble our efforts to address the use of the veto. In this context, as the UAE has stated before, we must establish guardrails to restrict the use of the veto.

 Mr. Chair,

Conflicts around the world demonstrate the urgent need to prioritize diplomacy and dialogue. The UAE continues to advocate for political and peaceful solutions as the only path to sustainable resolution of disputes. We call on all parties to conflicts to work towards ending hostilities and commit to a process rooted in the UN Charter, relevant Security Council and General Assembly resolutions, and international law.

In this context, The UAE underscores the importance of enhancing the United Nations’ role in mediation and the peaceful settlement of disputes. Sustained political and institutional support for UN leadership remains essential to the UN’s effective engagement in this sphere and to realizing the Charter’s vision of the peaceful settlement of disputes.

In line with our commitment to multilateralism, the UAE continues to support efforts to strengthen the effectiveness of the United Nations, including through the UN80 Initiative. This forward-looking approach is aligned with the national vision of the United Arab Emirates under the wise leadership of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, may God protect him, whose guidance calls for a fair, inclusive, and responsive international system that upholds human dignity and advances collective global interests.

Mr. Chair,

Regarding the issue of the introduction and implementation of sanctions imposed by the UN, the UAE emphasizes the importance of sanctions resolutions that are clear and take into account the spectrum of capacity of states to implement them. The Security Council should more systematically ensure that new legal obligations are explained to the entire membership. 

The UAE previously expressed its support for the establishment of an informal grouping within the Council to discuss working methods of sanctions committees and related issues; and we welcome the establishment by the Security Council of its Informal Working Group on General Security Council Sanctions Issues. The UAE also reiterates its support for Security Council resolution 2664 which established a carveout from UN sanctions to preserve the provision of humanitarian assistance and basic human needs.

Finally, the United Arab Emirates remains committed to promoting international cooperation, reinforcing the rule of law, and supporting institutional reform that enhances the UN’s capacity to respond effectively to global challenges.
