Security Council Press Statement on Terrorist Attack in Peshawar, Pakistan

The following Security Council press statement was issued today by Council President Lana Zaki Nusseibeh (United Arab Emirates):
The members of the Security Council condemned in the strongest terms the heinous and cowardly terrorist attack that took place at the Koocha Risaldar mosque in Peshawar, Pakistan, on Friday, 4 March 2022. The attack which was claimed by ISIL-K [Islamic State in Iraq and the Levant-Khorasan], resulted in the death of at least 62 people and injuries to dozens more.
The members of the Security Council expressed their deepest sympathy and condolences to the families of the victims and to the Government of Pakistan and they wished a speedy and full recovery to those who were injured.
The members of the Security Council reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security.
The members of the Security Council underlined the need to bring perpetrators, organizers, financiers and sponsors of these reprehensible acts of terrorism to justice and urged all States, in accordance with their obligations under international law and relevant Security Council resolutions, to cooperate actively with the Government of Pakistan and all other relevant authorities in this regard.
The members of the Security Council reiterated that any acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever committed. They reaffirmed the need for all States to combat by all means, in accordance with the Charter of the United Nations and other obligations under international law, including international human rights law, international refugee law and international humanitarian law, threats to international peace and security caused by terrorist acts.
Security Council Press Statement on Attack against United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA)

The following Security Council press statement was issued today by Council President Lana Zaki Nusseibeh (United Arab Emirates):
The members of the Security Council condemned in the strongest terms the attack perpetrated against the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) on 7 March 2022 near Mopti, following which two peacekeepers from Egypt were killed and four wounded.
The members of the Security Council expressed their deepest condolences and sympathy to the families of the victims, as well as to Egypt and to MINUSMA. They wished a speedy and full recovery to those who were injured. They paid tribute to the peacekeepers who risk their lives.
The members of the Security Council also expressed their deepest condolences and sympathy to the families of the victims of the Malian soldiers who were killed during attacks in the past days and to Mali.
The members of the Security Council called on the transitional Government of Mali to swiftly investigate the attack against peacekeepers and bring the perpetrators to justice. They underlined that attacks targeting peacekeepers may constitute war crimes under international law. They stressed that involvement in planning, directing, sponsoring or conducting attacks against MINUSMA peacekeepers constitutes a basis for sanctions designations pursuant to United Nations Security Council resolutions.

The members of the Security Council reiterated their full support to the Special Representative of the Secretary-General for Mali and Head of MINUSMA, El-Ghassim Wane, and the other security presences in Mali and in the Sahel region, as mentioned in resolution 2584 (2021).
The members of the Security Council expressed their concern about the security situation in Mali and the transnational dimension of the terrorist threat in the Sahel region. They urged the Malian parties to fully implement the Agreement on Peace and Reconciliation in Mali (“the Agreement”) without further delay. They noted that the full implementation of the Agreement and the intensification of efforts to overcome asymmetric threats can contribute to improving the security situation across Mali. They underlined that the efforts of the Force Conjointe of the G5 Sahel to counter the activities of terrorist groups and other organized criminal groups will contribute to create a more secure environment in the Sahel region.
The members of the Security Council further stressed the importance of MINUSMA having the necessary capacities to fulfil its mandate and promote the safety and security of the United Nations peacekeepers, pursuant to Security Council resolution 2584 (2021).
The members of the Security Council stressed that these heinous acts will not undermine their determination to continue to support the peace and reconciliation process in Mali.
Security Council Press Statement on recent terrorist attacks in Somalia

The members of the Security Council condemned in the strongest terms the terrorist attacks that took place in the Aden Adde International Airport area in Mogadishu, and Beledweyne, Hirshabelle on 23 March 2022. These attacks, claimed by Al-Shabaab, resulted in the death of dozens of people and injured many more.
The members of the Security Council expressed their deepest sympathy and condolences to the families of the victims and to the Government of Somalia and wished a speedy and full recovery to those injured.
The members of the Security Council recognised and honoured the sacrifices made by Somali security forces and AMISOM personnel during the attack, and throughout AMISOM’s 15-year deployment in Somalia.
The members of the Security Council underlined the need to hold perpetrators, organisers, financiers and sponsors of these reprehensible acts of terrorism accountable, and bring them to justice. They urged all States, in accordance with their obligations under international law and relevant Security Council resolutions, to cooperate actively with the Federal Government of Somalia and all other relevant authorities in this regard.

The members of the Security Council reaffirmed their respect for the sovereignty, political independence, territorial integrity and unity of Somalia.
