Madam Chair,
At the outset, please allow me to express the United Arab Emirates’ appreciation to Ukraine as the Chair of the 64th session of the Commission for Social Development in guiding our work.
Building off of our collective energy at the Second World Summit for Social Development and the Doha Political Declaration, this year’s priority theme could not be more relevant. From growing inequalities and persistent poverty to the disproportionate effects on those most vulnerable—today’s challenges underscore the need for integrated national approaches that advance equity and inclusion to ensure no one is left behind.
Drawing from our experiences at the national, regional, and international levels, I would like to share following recommendations on how to achieve this:
First, we need to strengthen coordinated and comprehensive national policies that place social development at the center of planning and governance. In the UAE, social priorities are guided by long-term national visions and aligned with the Sustainable Development Goals through the UAE National Committee on SDGs. This integrated approach ensures that social development is a shared responsibility across sectors.
Last year, the UAE’s Ministry of Family also adopted its 2025-2027 Strategy which represents a significant leap forward in social development, underscoring the family’s pivotal role as the fundamental pillar for fostering a cohesive society and driving comprehensive, sustainable national development.
Second, we must continue to promote inclusion and equal participation for all members of society, particularly those who may face barriers, if we are to break the cycle of exclusion. Through the UAE’s National Policy for Empowering People of Determination, we work to remove barriers, enhance accessibility, and support full participation in education, employment, and community life. Holistic care and support services are essential to ensuring dignity, independence, and social integration across the course of life.
Third, we need to leverage innovation, digital transformation, and partnerships to support effective, evidence-based, and coordinated social policies. Last year, the UAE launched the “AI for Development’ initiative to develop digital infrastructure, enhance government services and improve productivity. The UAE also invests in digital services and integrated systems that improve service delivery, strengthen coordination across institutions, and support informed policymaking. Such approaches enhance the efficiency, accessibility, and responsiveness of social and care-related services. International cooperation and knowledge-sharing remain essential in addressing multidimensional challenges and strengthening national capacities.
Finally, advancing social justice requires the continued promotion of women and youth’s full, equal, and meaningful participation. Their protection and inclusion are essential for our communities’ resilience and must remain priorities.
In conclusion, Madam Chair, the United Arab Emirates reaffirms its commitment to advancing coordinated, equitable, and inclusive policies that improve social cohesion, empower individuals and families, and uphold dignity.
